North Dakota Strategic Prevention Framework State Incentive Grant (SPF SIG)

The Strategic Prevention Framework State Incentive Grant (SPF SIG) is an infrastructure grant program of the Substance Abuse and Mental Health Services Administration (SAMHSA). SAMHSA's infrastructure grants support an array of activities to help grantees build a solid foundation for delivering and sustaining effective substance abuse prevention.
The ND Department of Human Services, Division of Mental Health and Substance Abuse Services was awarded the SPF SIG, a five-year grant allocated to address North Dakota’s substance abuse prevention priority issues.
As required, the State’s priority issues were identified by the State Epidemiological Outcomes Workgroup (SEOW) and Governor’s Prevention Advisory Council (GPAC) through a data-driven decision-making process and are as follows:
 Underage drinking (age ≤20)
 Adult binge drinking (age 21+)

SPF SIG funds will be directed towards the prevention of these two priority issues while simultaneously enhancing state and local prevention infrastructure. Guided by the SPF model, ND Community Grantees will complete the following three project phases:
Phase I: Assessment
Phase II: Planning
Phase III: Implementation
Capacity building, and evaluation will be ongoing throughout the project phases.
